I think Barbara Ehrenreich does a good job of addressing this in an article from 1991 (gosh, that suddenly seems like a long time ago). She argues that even when accounting for difference in population, whites are getting more in welfare than blacks. Sorry I haven't mastered the hyperlinking in comments yet; here's the URL:
